Welsh Closed Captions (subtitles) for The Electoral Commission

The Electoral Commission is an independent body set up by the UK Parliament. They regulate election finance and also set standards for well-run elections. They support healthy democracies based on trust, participation and no undue influence.

They created an informative video encouraging and reminding the Welsh public how to and when to vote in the National Assembly for Wales and Police and Crime Commissioners elections. The video involved a Welsh signer educating the deaf and/or hard of hearing audience about the elections.

The Electoral Commission came to us seeking Welsh subtitles (closed captions) to add a further communication channel in their video. We transcribed the English speech, translated to Welsh and condensed the translation to fit within the screen limits as subtitles. Finally we burnt-in the subtitles.

Matinée Multilingual has done an outstanding job sourcing voice talent and recording voiceovers for 20 language versions of an animated health education video. I’ve particularly appreciated their persistence in identifying voice actors for some less common languages (Rohingya, Karen, Khmer) that they originally thought they would not be able to deliver. They have been responsive, flexible, patient throughout a long process. And most importantly, Matinée has consistently provided top quality voice recordings. Welsh is a Celtic Language which is spoken in Wales, which is part of the United Kingdom. It is also spoken in a Welsh colony in Patagonia, Argentina. Wales was formed by the conquest of the Saxons, who pushed the welsh from their lands into the small corner of the United Kingdom they have today. Wales then became a nation of Kingdoms ruled by Welsh royalty.

The language has been around since about 500 AD and in the 16th century almost 100% of the population could speak Welsh. By 1911 this had fallen to around 43% of Welsh people who were able to speak their native language. Since then it has remained at a steady rate and over 500,000 people speak Welsh today.

Early Welsh literature dates back from the 6th century. Poetic works can be traced from around the 6th century until the 1100s and they were written in Welsh. One of the most famous literary figures is King Arthur and the Knights of the round table, together with the powerful magician, Merlin.

A Welsh greeting is amongst the recordings made on the Voyager’s Golden Records, which are aboard the Voyager spacecraft, launched in 1977. The records portray life on earth and are meant for any extra- terrestrials, or other humans that might come across the space craft.
